Merton CCG – Building a New Clinical Commissioning Group (London, UK)

The client

Merton Clinical Commissioning Group is responsible for commissioning healthcare for 200,000 people in suburban South West London. They have a diverse community with a high proportion of young working adults.

Merton CCG faces significant challenges with deep rooted health inequalities, widespread preventable illness, and a pressing need to bridge the gap between family doctors and hospitals.

The challenge

In 2012 the UK Coalition Government abolished Primary Care Trusts in England, which had previously been responsible for commissioning local NHS services.

New Clinical Commissioning Groups (CCGs) were to be established and Merton chose to create a new CCG for the population living in Merton Borough.

We advised Merton CCG’s fledgling leadership team on the strategic and operational requirements to build this new commissioning organisation.

We supported Merton CCG to:


  • Develop the new vision and strategy.
  • Design the new organisation and governance structure.
  • Successfully bring Merton’s GP community on board to ensure strong clinical leadership.

The impact of our work

We supported Merton CCG to build a flourishing CCG that was fully authorised to launch by NHS England in 2013.

Merton CCG continues to be a high performing commissioning organisation with an active and engaged GP membership that are working together to develop a new integrated model of care for Merton.
